The UK data protection authority, the Information Commissioner's Office (ICO), has published a video to help care-experienced individuals understand their rights to access their personal records.

This three-minute video, titled "My Right to Better Records," is part of the "Better Records Together" campaign and explains how to make a subject access request (SAR). This initiative responds to an ICO study revealing that 89% of people who accessed their records encountered difficulties, 71% experienced poor communication from local authorities, and 69% faced excessive delays, sometimes up to sixteen years. The ICO also conducted a supervisory pilot project in 2025 and 2026 with 19 organisations and announced it would take enforcement action against those with persistent delays in processing access requests.

In particular, in February 2025, the authority issued reprimands to Glasgow City Council and Edinburgh City Council. Bristol City Council also received a formal notice in September 2025 for delays related to children's social care data. Finally, the Scottish charity Birthlink was fined £18,000 (approximately €21,240) in July 2025 for destroying around 4,800 personal records.
