The president of the Polish Personal Data Protection Authority (UODO) stated, during a conference on breakthrough technologies, that data protection regulations should not be seen as an obstacle but as a lever of competitiveness.

In response to the hypothesis that European regulation would hinder innovators, the president of the UODO emphasized that a company's location depends on multiple factors such as access to capital, market size, and availability of talent, and not solely on the legal framework. He specified that the GDPR cannot be considered the main cause of companies relocating to the United States, adding that the innovation potential in Europe is also limited by the fragmentation of regulatory initiatives and difficulties in deploying solutions at the Union level.

The president recalled that the GDPR is technologically neutral and risk-based, not prohibiting technological development but requiring a prior risk analysis for the data subjects. He illustrated his point with artificial intelligence, compatible with data protection if principles are integrated from the design phase ("data protection by design"). He also cited quantum technologies, which require data controllers to adapt their security measures, such as encryption, to the state of the art. He concluded by affirming that data protection and security strengthen user trust and constitute a competitive advantage, particularly in critical sectors such as health or finance.
