Launch of the European Artificial Intelligence Observatory: Call for Tenders for Its Establishment and Operation

The European Commission has launched a call for tenders for the establishment and operation of a European Artificial Intelligence (AI) Observatory.

This project aims to monitor and promote the adoption of AI in key sectors of the European Union, supporting the objectives of the AI Strategy.

The public contract, lasting three years, will assign several tasks to the selected contractor.
The contractor will have to develop a monitoring framework with key performance indicators to assess the impact of AI on the economy and society, notably by analysing investments, patents, skills, and IT infrastructures.
They will also be responsible for drafting qualitative reports on AI use cases by sector, as well as on identified cross-cutting challenges.
Finally, the contractor will have to develop and manage the Observatory's website, which will present indicators interactively, sectoral summary sheets, monitoring of the Commission's policy actions, and links to national AI strategies.
Applications are open until 3 November 2026 via the EU Funding and Tenders Portal.
