The State Data Inspectorate (DVI) of Latvia has published guidelines on the conditions for disclosing personal data of a person officially declared missing in order to settle their obligations.

The DVI specifies that the transmission of information, such as invoices or payment details, to relatives can be based on legitimate interest under Article 6, paragraph 1, point f) of the GDPR. This legitimate interest is shared both by the requester, who seeks to manage the urgent affairs of the missing person to avoid negative consequences such as debts, and by the service provider who expects payment for their services. Before any disclosure, the provider must verify the identity of the requester and ensure the official status of the missing person, for example using a certificate from the State Police. A statement from the requester attesting to their relationship with the missing person may also be required. The data minimization principle must be applied, providing only the information strictly necessary for the intended purpose.
