The Italian authority emphasizes the importance of protecting minors without compromising their privacy and autonomy under the EU Kids Act

The Italian Data Protection Authority spoke during a hearing before the XIV Commission of the Chamber of Deputies regarding the proposed European regulation on children (EU Kids Act), emphasizing the need to reconcile the protection of minors with their privacy and autonomy.

The Authority expressed support for age verification of minors on social networks, provided that the collection of information is limited to what is strictly necessary. It stressed respect for the privacy and autonomy of young people, specifying that even parental control tools must accompany their growing capacity for self-determination. Addressing the legislator, it called for better coordination of the proposal with existing standards and strengthened safeguards for minors' confidentiality.

The Authority viewed positively the measures aimed at countering platform features designed to create addiction, profiling, and potentially dangerous interactions, including with conversational agents simulating personal relationships. It reiterated previous requests for autonomous and progressive access to the internet, with differentiated thresholds according to risks, as well as vigilance regarding the dangers of emotional dependence linked to conversational agents capable of simulating empathy. It concluded by affirming that digital environments must be adapted to the vulnerabilities of minors and that "digital education" is preferable to mere prohibitions.
