France Travail automates the monitoring of job seekers with generative artificial intelligence

France Travail plans to use generative artificial intelligence to automate the monitoring of job seekers.
The organization intends to equip itself with a Large Language Model (LLM) capable of analyzing documents and producing written summaries to identify profiles for in-depth monitoring. Currently, about 600,000 files are manually reviewed each year to ensure that individuals are actively seeking employment. The goal of this automation is to increase this volume to 1,500,000 files per year while reducing the workforce assigned to this task. Concerns are expressed about maintaining human judgment by agents, who will have to manage a higher workload, and about the future evolution of the system, which could include direct AI interactions with beneficiaries for collecting supporting documents.

The government is implementing various technical and administrative measures in response to social movements, aiming to individualize repression.
Police services use images from video surveillance, including algorithmic video surveillance (AVS), to identify and track individuals. On the judicial level, exceptional measures are applied under the qualification of "organized crime," and the Ministry of Justice has issued strict instructions to prosecutors, which could go against the principle of individualization of sentences. Furthermore, the hypothesis of blocking social networks is raised again, although a similar measure taken in 2024 in Kanaky–New Caledonia was later declared illegal by the Council of State.
