The European Commission presented on 17 September 2026 a proposal for a regulation, the "EU Kids Act", aimed at strengthening the protection of minors online.

This proposal is based on the recommendations of a special body dedicated to children's online safety, convened by Ursula von der Leyen to provide expertise on the European Union's framework on this subject. The objectives are to protect minors from risky digital services and artificial intelligence systems, to preserve the digital single market, and to ensure a coherent regulatory framework and enforcement structure. The proposal would prohibit access to social media platforms for children under 13 years old and set the minimum age at Union level for creating a personal account at 15 years. Furthermore, it would now be the responsibility of providers to prove that their services are age-appropriate and designed safely.
