The 5th Committee of Artificial Intelligence Officers (CAIO) Meets with Expanded Participation of 42 Institutions to Discuss the AI Legislative Framework in Korea

The National Committee on Artificial Intelligence Strategy of South Korea held the 5th meeting of the Council of Artificial Intelligence Officers (CAIO), with participation extended to 42 central administrative agencies to discuss several key proposals.

The Committee presented a draft "Legislative Framework on AI of the Republic of Korea" aimed at guiding government legislation following the implementation of the Framework Act on AI. This framework proposes four main directions: legislation centered on the Framework Act on AI, closing legal gaps in defense and security areas, improving predictability for businesses, and immediate response in case of malfunction. It also sets out legislative principles for areas such as development, convergence, security, and prevention of AI abuse.

The Ministry of Science and ICT provided an update on preparations for the "AI for All" service, scheduled to launch in December. It requested cooperation from other agencies for integrating existing public application programming interfaces (APIs), opening new APIs and data, establishing standards for personal data processing by AI agents, as well as for verifying the security and safety of the service.

The Ministry of the Interior and Safety asked ministries to register and share high-value data and identify needs for complex data, following the inauguration of the pan-government data pipeline on September 18.

In response to recent large-scale hacking and data leak incidents, the Personal Information Protection Commission (PIPC) proposed strengthening the personal data protection management system in the public sector. Discussions focused on establishing comprehensive management systems within each ministry and enhancing the role of the Data Protection Officer (DPO). The commission requested cooperation for the development and implementation of concrete measures, such as risk-based identification of information assets and strengthened management of data handlers.
