The Korean authority designates eight public institutions for the transmission of personal data at the request of data subjects

The South Korean authority, the Personal Information Protection Commission (PIPC), announced several measures for the implementation of the right to data portability following a regulatory amendment.
The PIPC designated the information held by eight public institutions as subject to the right to portability, based on citizen requests and their utility. The concerned bodies are the Ministry of Patriots and Veterans Affairs, the Ministry of Justice, the Korea Disease Control and Prevention Agency, the Health Insurance Review and Assessment Service, the National Health Insurance Service, the Workers' Compensation and Welfare Service, the Korea Real Estate Board, and the Korea Social Security Information Service. The authority plans to gradually expand this list in collaboration with other administrations.

At the same time, the commission updated its "Guide to the Personal Data Portability System." This new version incorporates the changes in the implementing decree and specifies the modalities for exercising the right by data subjects, measures to reduce the burden on controllers, as well as criteria for representatives. The guide notably details a prior consultation procedure between representatives using automated tools and data holders to ensure secure transmission.

Finally, to facilitate the initial implementation, the PIPC established a temporary support system for prior consultation. Companies acting as representatives on behalf of citizens can request the commission's assistance to identify the appropriate contacts within public bodies. The PIPC will relay these requests to the competent administrations to facilitate exchanges, considering these requests as reflecting citizens' needs regarding control over their data.
