The German authorities propose the "Stuttgart Impulses" to modernize the right to data protection
The data protection authorities of the German Länder have launched a public consultation on their proposals to modernize data protection, entitled the "Stuttgart Impulses".
This document, published on 18.6.2026, constitutes the contribution of the Länder authorities to the debate on a possible centralization of data protection supervision at the federal level, mentioned in the "Federal Modernization Agenda" of 04.12.2025 and a coalition committee document of 02.07.2026. The proposals aim to reconcile fundamental rights and effective data use. They also support a legislative initiative from Hamburg dated 09.06.2026 aimed at strengthening the Data Protection Conference and simplifying supervisory processes. A public consultation is open until 10.09.2026, and its results will be discussed at an event in Berlin on September 30.
