The Dutch Data Protection Authority (AP) warns, in its annual report on data breaches, about the worsening risks of cyberattacks linked to the rapid development of artificial intelligence (AI).

The authority highlights a growing interaction between data breaches and cybercrime, creating a domino effect. AI enables the generation of more credible phishing messages on a large scale, using information from previous breaches. These attacks are increasingly causing new breaches, notably through "account takeover" incidents which have nearly tripled, rising from 607 in 2024 to 1,742 in 2025. The AP is also concerned about the availability of ready-to-use "phishing kits." The AP's vice-president emphasized that digital security must be a top priority for organizational leadership. In total, 39,407 data breaches were reported in 2025, compared to 37,839 in 2024, including 2,428 resulting from cyberattacks.
